A two-worlds model for consciousness

In this article the author discusses a solution for PSI phenomena that seem to transcend time. Basically he wants a time vector that allows for seeing into the future. Such a worl could be a parallel world that PSI gifted people can access.
His model does not seem to have any grounding in current understanding of physiics.
